Tax Reform

1. 
   All social program payments must be taxed as payroll income. Taxes will be withheld.
2. 
   The constitution shall be amended to outlaw income tax and replace it with a national sales tax that shall be a single fixed rate for everything. Congress may exempt items from sales taxes.
